Robinsons Bank Tapped by DSWD for SAP Subsidy Digital Payments

RBank’s online banking system will help beneficiaries receive their subsidies

Robinsons Bank was recently chosen as a digital payment partner by the Department of Social Welfare and Development for the government’s Social Amelioration Program, providing a major vote of confidence for the bank’s digital products and services.

On June 30, 2020, Robinsons Bank President Elfren Antonio S. Sarte took part in the official signing of the Multilateral Agreement for the Electronic Payment of Social Amelioration Program Subsidies. This makes RBank one of the six financial service providers selected to partner with the DSWD and the government-owned financial institution Land Bank of the Philippines, the designated main depository bank, for the digital disbursement of the second tranche of the SAP.

The agreement comes as part of government efforts to ensure a quick, reliable, and more efficient way of disbursing the SAP subsidy funds to aid 12 million Filipino families adversely affected by the COVID-19 pandemic. In being chosen as a financial service provider, Robinsons Bank has been deemed compliant with government requirements to provide digital electronic payments through “e-wallet” accounts and online bank accounts.

According to the Bangko Sentral ng Pilipinas, the body responsible for selecting the compliant FSPs as digital payment channels, the factors taken into consideration in their choice include the “presence of payout partners to ensure ease and ability to cash out by beneficiaries, presence of any business model institution, historical experience in commercial roll out, and type of cash out points that may contribute to ensuring liquidity/availability of cash.”


Robinsons Bank will be catering to unbanked beneficiaries with almost 53% of them coming from the National Capital Region and at least 41% from the province of Albay.

SAP beneficiaries claiming their subsidies through Robinsons Bank can do so through any of the bank’s cash withdrawal machines or over the counter at any RBank or Legazpi Savings branch with a corresponding transaction service fee.
