Luzon International Premiere Airport Development Corporation (LIPAD) is mapping out a 759.39-hectare development around Clark International Airport as the country’s first airport city.
Clark AeroDistrict will bring together airport operations, cargo and logistics facilities, aviation services, commercial developments and future mixed-use projects within the Clark Freeport Zone. It is envisioned as an integrated hub for aviation, logistics, business and investment.
LIPAD, the operator of Clark International Airport, is a consortium composed of Filinvest Development Corporation, JG Summit Holdings, Philippine Airport Ground Support Solutions, Inc., and Changi Airports Philippines Pte. Ltd.

Master-planned by global infrastructure consulting firm AECOM, Clark AeroDistrict is divided into four development zones covering maintenance, repair and overhaul facilities; general aviation and cargo operations; a planned cargo city; and commercial developments alongside areas for future airport expansion.
Around 130 hectares remain available for lease to prospective locators. Most of these areas are within the commercial development zone, where hotels, offices and other establishments may be built near the passenger terminal.
One of LIPAD’s immediate priorities is a 30-hectare cargo city that will bring cargo handling, customs clearance and warehousing into one location to facilitate the movement of goods. Its detailed master plan is expected to be completed by the end of 2026, while development may take about five years. LIPAD is considering different arrangements, including long-term leases and joint ventures.
Clark has already attracted major aviation and logistics companies. UPS is scheduled to begin operations at its new sorting facility in September 2026, while FedEx and Lufthansa Technik Philippines are targeting 2028 for their respective expansion projects.
In the first half of 2026, Clark International Airport handled 48,655 metric tons of cargo, up 10% from the same period the previous year. International shipments accounted for 97% of the total.
Passenger traffic also rose by 6% to 1.64 million during the six-month period, while flight movements increased by 27% to 14,987. About half of the passenger growth came from the transfer of turboprop operations from Ninoy Aquino International Airport to Clark in March 2026.
This increase in activity comes as major infrastructure and investment projects take shape across Central Luzon, including those under the Luzon Economic Corridor. Through Clark AeroDistrict, LIPAD is laying the long-term framework for developing the land around the airport into a connected center for travel, trade and business.
