Robinsons Land Corporation (RLC) and the City Government of General Santos have signed a public-private partnership (PPP) contract for the redevelopment of the General Santos City Central Public Market. The project will deliver Palengke Heneral, the first modern and solar-powered public market in GenSan.
The contract signing on February 12, 2026, was led by Mayor Lorelie G. Pacquiao and Robinsons Land President and CEO Mybelle V. Aragon-GoBio.
Located in one of the city’s long-established commercial districts, the new three-floor Palengke Heneral will be built on a 23,126-square-meter site and will have a construction floor area of over 14,800 square meters. It will introduce clearer zoning between wet and dry sections, improved sanitation systems, better airflow, and enhanced safety measures including CCTV coverage in key areas.

The project reflects Robinsons Land’s broader thrust toward the premiumization of its developments. As shared by the company’s President and CEO, “premiumization does not always mean higher prices or exclusivity.” GoBio adds that this also means improving how space works to serve consumer and community needs. In the new GenSan project, it will set higher standards for comfort, convenience, and care (for both customers and vendors) in the overall market experience.
The General Santos City Market Vendors Association welcomed the upgrades, noting that a more organized layout and improved day-to-day management will make it easier to serve customers and run their businesses. The General Santos City Chamber of Commerce and Industry also noted the redevelopment’s potential to boost vendor productivity and create broader opportunities for local enterprises.
Rising alongside the public market is a three-level mall that will add convenience for residents and bring more retail and dining options to the city. The mall will feature an al fresco area overlooking Sarangani Bay that will offer GenSan locals a new shared space to dine, gather, and enjoy the city’s coastal view, adding another premium lifestyle dimension to the redevelopment.

After the 25-year lease period, Robinsons Land will turn over the fully upgraded facility to the City Government of General Santos. The arrangement reflects responsible PPP execution, with clear roles, long-term stewardship, and safeguards that protect the public interest while delivering professional management and private-sector efficiency.
In line with Robinsons Land’s company-wide sustainability approach, the project integrates renewable energy features into its design. Palengke Heneral will be equipped with solar panels to support more efficient operations and reduce environmental impact. This builds on the company’s existing renewable energy initiatives, including its solar-powered mall in General Santos.
The market redevelopment further enhances Robinsons Land’s presence in Mindanao, where it continues to expand its portfolio across key regional centers, including malls, hotels, and residential developments that support long-term growth in the region.
