Robinsons Malls, the commercial centers division of Robinsons Land Corporation (RLC), in partnership with the Department of Foreign Affairs (DFA), opened the government agency’s expanded and modernized NCR Central Consular Office on June 10, 2025, at Robinsons Galleria, Quezon City.
The upgraded consular office features a larger, more streamlined space to improve service delivery and accommodate more applicants daily. Enhanced facilities and an efficient layout now ensure faster processing and greater comfort for those seeking passport and consular services.

"The opening of our DFA NCR Central office at Robinsons Galleria is part of our ongoing initiative to improve service quality and workplace conditions. Having our offices at convenient locations like Robinsons Malls helps improve employee welfare and public satisfaction," said DFA-OCA Assistant Secretary Ma. Antonina M. Mendoza-Oblena in her keynote speech.
The consular office is part of Robinsons Malls’ Lingkod Pinoy Centers, a network of one-stop government service hubs within Robinsons Malls that bring essential public services closer to communities. These centers house agencies like the DFA, Social Security System (SSS), and Philippine Health Insurance Corporation (PhilHealth), among others.
"Through our Lingkod Pinoy Centers, Robinsons Malls and the DFA continue to make government services more accessible, convenient and safe for the Filipinos. The expansion of the DFA NCR Central office at Robinsons Galleria reflects our shared commitment to providing better customer experiences for all the communities that we serve," said Joel Lumanlan, Vice President for Operations and Marketing of Robinsons Malls.
The opening ceremony was attended by key government and private sector leaders, including DFA Office of Consular Affairs (OCA) Assistant Secretary Ma. Antonina M. Mendoza-Oblena, Quezon City 3rd District Representative Franz S. Pumaren, Quezon City Vice Mayor Gian Carlo G. Sotto, DFA Consular Office Coordinating Division (COCD) Acting Director Atty. Manuel C. Ayap, and Consular Office NCR Central Head Maria Luisa L. Remulla.
Joining Lumanlan in representing Robinsons Land were Irving L. Wu, External Affairs Director, and Atty. Jose Luis Aliling, Corporate Affairs Director.
On its first day, the DFA NCR Central Consular Office processed over 115 passport applications. This initiative in Quezon City follows the recent expansion of the DFA Consular Office in General Santos, inaugurated on May 20, 2025, at Robinsons GenSan. That office, which features larger processing areas and enhanced customer flow, served 291 clients on its opening day. Both offices are open Monday to Friday, from 10 a.m. to 5 p.m.
With these developments, Robinsons Malls reinforces its role as a trusted partner of the government in delivering essential services closer, faster, and better for every Filipino.
